An even number splits into pairs with nothing left over, and an odd number has one left. On the first level the game puts the dots in pairs, so the child sees the answer before learning the rule.
On the next two levels the child learns the trick: you only need to look at the ones digit. If it's 0, 2, 4, 6 or 8, the number is even, however big it is.
